It's possible there's a setting in the notes.ini which would prevent email to groups (routerdisablemailtogroup). However, reverting back to R5 would not resolve your issue as the settings would still exist within the configuration document in the Directory. This is where the blacklist, relay, etc settings are configured.
Better than reverting to a previous version, rename the existing configuration document to a bogus name and create a new one with the "good" settings.
